In Turkey, more than half of a car's sticker price can be tax. This page explains how that is calculated, based on the texts in the Official Gazette, without made-up figures.

The price of a new car is made of three taxes stacked on top of each other — each is charged on the one before it. The order matters.
On top of this, a fee of 0.2% is paid at first registration, and it is usually not included in the advertised price. MTV, plate and registration-document costs vary from brand to brand: some distributors include them in the on-the-road price, some do not. So the sticker prices of two brands cannot be compared directly.
The Honda Jazz e:HEV Crosstar costs ₺2,600,000 on the maker's 2026 model-year list. Its engine is 1.5 litres, so it is in the 1400–1600 cm³ group. Let us work the calculation backwards.

So of the ₺2,600,000 the buyer pays, ₺1,459,649 is tax — more than the value of the car itself. The tax burden is 128% of the car's value.
The official table has a reduced rate for hybrids in only two places: cars of 1600–2000 cm³ (electric motor above 50 kW, engine up to 1800 cm³) and cars above 2000 cm³ (electric motor above 100 kW, engine up to 2500 cm³). In the 1400–1600 group there is no hybrid sub-band. So a 1.5-litre hybrid pays exactly the same rates as an ordinary petrol car of the same size. That is exactly the case in the Honda example above.
The tables below are taken from the annex to Presidential Decision no. 10115 of 23/7/2025. The rate is found by looking at engine size and base price together.

The decision writes the limit as "up to 160 kW". So a car with exactly 160 kW is in the lower group. This is not a small detail: had the same car been 161 kW instead of 160 kW, its rate would jump from 25% to 65%.

The last row is not a gap on our side but the decision's own silence: for plug-in hybrids of 1600–1800 cm³, only the rate for a base price not exceeding ₺1,350,000 is written; there is no row for anything above it. If such a car enters the catalogue, we do not invent the rate ourselves; we use the rate the maker publishes, and if there is none, we do not calculate at all.
The harshest effect of the banded system: when the base price moves into the next band, the new rate applies to the whole price, not just the part above the threshold. So a car just below a threshold can suddenly become much more expensive after a small price rise.
The Togg T10F V2 4More has a calculated base price of about ₺1,625,000. For electric cars above 160 kW, the band threshold is ₺1,650,000. So the car is about ₺25,000 below the threshold. If its base price crosses that line, the rate rises from 65% to 75% and the sticker price jumps by about ₺200,000 at once. We flag such cars separately in the catalogue.
Law no. 7590, article 14, in force since 31 July 2026, introduced a floor: the ÖTV worked out from the percentage rate can no longer fall below ₺100,000 on passenger cars, or ₺30,000 on (L)-class vehicles. Both amounts rise every year by the revaluation rate.
In practice this affects only very cheap cars; at today's price levels the percentage-based ÖTV is well above this floor. The same article also opens the way for the ÖTV rate to be varied in future by drivetrain (front-wheel, rear-wheel or four-wheel drive).
This is where buyers go wrong most often. The same words "anahtar teslim" (on-the-road price) mean different things at different brands:
That is why every model page in the catalogue shows the items the brand states explicitly in three states: "included", "not included" and "not stated". We never apply what one brand says to another.
A phrase that often appears in distributors' footnotes: the Motor Vehicle Tax (MTV) included in the price belongs to the period in which the car is first registered. So the MTV added to the same model's price changes with the date the car is registered.
In practice this means that when you take ÖTV and VAT out of a car's sticker price, a small remainder is always left, and that remainder is not fixed. In our catalogue it ranges from ₺4,000 to ₺20,000 across three brands. So looking for one figure that says "registration costs this much" is wrong; the honest answer is that the item exists and the brand does not publish it separately.
There can be two separate reasons for this.
First, the published information is not enough to fix the band. The bands are split by engine size, so if a maker writes only "2.0 litre" and the band edge is exactly 2000 cm³, we cannot know which side the car is on. In that case we do not calculate until we have found the cm³ figure on the maker's own specification page. A 1.5-litre engine is no problem: whatever its exact size, 1.5 litres falls in the 1400–1600 group and the band does not change.
Second, the advertised price includes items that are not taxes. MTV, plate and registration costs included in the price make the base price look higher than it is when the calculation is worked backwards. For some cars this drops the result into the gap between two bands: no rate fits its own limits. There are two such cases in our catalogue, and in both the difference is very small — one sits ₺6,667 above the threshold, the other ₺1,852.
In both cases, rather than make a reasonable guess, we do not show that car's tax breakdown at all and say why on the page. The rule: if the published information leads to a single result, we calculate; if it does not, we stay silent.
Depending on their disability, some buyers can buy a car without paying ÖTV. For that, the car's price including taxes must be below ₺2,873,900 in 2026, and its local-content rate on the Ministry of Industry and Technology's list must be at least 40%. We work out every car's ÖTV rate backwards from the price the brand publishes and its engine details: each band is tried in turn, and only the band that fits its own limits is accepted. Some brands already publish the ÖTV rate in their own price lists; for those cars our calculation is checked automatically against the published rate. If the two disagree, we do not show the figure and review the record. So far the two values have matched exactly for every car that could be compared.
